About Us
We are a specialist consultancy focused exclusively on Competence Management Systems in high-hazard, regulated industries. Our work is grounded in direct operational experience — not generic HR or L&D methodology.
Who We Are
Competence Management Consulting was founded by practitioners who have worked inside regulated organisations — not consultants who learned the theory from the outside. Our team has held operational, safety, and learning & development roles in industries where competence isn't just a compliance requirement, it's a safety-critical function.
That background shapes everything we do. We understand the pressures operational managers face, the evidence standards regulators expect, and the practical realities of embedding a competence framework into a workforce that has a day job to do.
We work exclusively in regulated, high-hazard sectors. This focus means our clients benefit from directly relevant experience — not methodology adapted from other industries.
Direct experience working with and alongside HSE and other industry regulators — we understand what inspectors look for and how to present evidence effectively.
Our consultants have worked on major hazard safety cases, linking competence requirements directly to risk controls and safety arguments.
We've held operational and safety roles — not just advisory ones. That means we design frameworks that work for the people who use them.
Qualified in learning design and competence assessment, with experience developing assessor capability across multiple regulated organisations.
Our Approach
Every engagement is different, but our approach is consistent: understand your context deeply before recommending anything, design for practical use rather than theoretical completeness, and build your internal capability alongside the deliverable.
We start by listening. Before we propose anything, we invest time understanding your regulatory context, operational environment, workforce structure, and existing arrangements. A CMS that doesn't fit your organisation won't be used.
We design frameworks that work in practice — for assessors who have other responsibilities, for supervisors who aren't L&D specialists, and for organisations that need to demonstrate compliance without creating bureaucratic burden.
Our goal is always to leave your organisation stronger. We work alongside your people, share our methodology, and build internal understanding so you can maintain and develop your CMS without ongoing consultant dependency.
Areas of Expertise
Our expertise is deliberately narrow. We focus on competence management in regulated industries because that focus is what allows us to deliver genuine value — not broad consulting capability spread thin.
Framework architecture, role profiling, evidence standards, and governance structures for regulated environments.
Deep familiarity with HSE regulatory expectations. We know what inspectors look for and how to demonstrate compliance with confidence.
Designing assessor guidance, verification processes, and evidence criteria that are defensible under regulatory scrutiny.
Structured TNA methodologies that identify genuine gaps and align learning investment to competence requirements.
Linking competence requirements to safety cases and major hazard risk controls — ensuring your CMS supports your safety argument.
Gap analyses, mock audits, and remediation planning to help organisations prepare for and respond to regulatory inspections.
We never overstate what a CMS can deliver. Our advice is grounded in what regulators actually expect — not what sounds impressive in a proposal.
Frameworks that work in the real world, not just on paper. We design for the people who will use them — assessors, supervisors, and operational managers.
We work alongside your teams, not above them. Our goal is to build your internal capability so you're not dependent on consultants indefinitely.
We only work in industries we understand deeply. That means we bring relevant experience to every engagement — not generic consulting methodology.
